The key purpose of the VCCCAR sponsored Think Tank, Incorporating climate change impacts and adaptation into capital investment decision-making, was to contribute to the process of refining ways to incorporate the costs and benefits of climate change impacts into the assessment of capital investment infrastructure proposals. Key areas where these issues are important include transport, roads, health, water and electricity.
Think tanks
Think tanks facilitate the exchange of knowledge by creating space for learning where scientific, policy, and other communities can build common understanding of key issues. Think tanks focus on specific themes and are held in different regions throughout the state.

The VCCCAR Think Tank held in Hamilton on 29 July 2010 deliberately focused on three different regional communities that have been identified as particularly vulnerable to future climate risks. These are 1) older people, particularly those who are newcomers to regional / rural living, 2) the farming community, and 3) the Indigenous community.

Building on the Adaptation Symposium hosted by the Victorian government in June 2009 and the Municipal Association of Victoria National Environment Conference in April 2010, the VCCCAR sponsored Think Tank Adaptive learning - a think tank on preparedness for climate change adaptation in local and state planning in Victoria gave local policy-makers and decision-makers the opportunity to work with overseas experts to focus on the short-term decisions required to meet long-term adaptation goals in state and local planning.
